Could this happen in the U.S.?

Broadband heading for return to metered billing
: "The UK broadband market is returning to 'metered' charging, where bandwidth will be capped or billed on a usage basis, to help reduce risk for ISPs.

Flat-rate and unmetered billing has characterised the UK broadband market for the past couple of years. But changes to BT's wholesale charging model will bring the industry more in line with the mobile market. Metered charging was tried and tested with the original rollout of narrowband access, where ISPs charged customers for the Internet minutes they were using." It's no longer all you want, eh? Beware, a flip-back like this could also happen among ISPs in the United States.
